Abstract

The article makes a brief historical, comparative, dogmatic and criminological study of a crime that exists in some countries around the world, which it was introduced to the Chilean legislation in 2007. The author notes that in this version is a dangerous attack for life and health of individuals, not against traffic safety on the roads. In addition, the author explains why the inclusion of this crime reveals the lack of criminal policy and the ignorance of the psychology of Youth in Chilean legislators.
