Abstract

There are two moments in the evolution of MERCOSUR that coincide with the definition of the Asian crisis that impacted the relationship between the main economies of the subregion. The first, of a temporary-expansive type is defined as a space for the convergence of favorable factors that facilitated the consolidation and strengthening of MERCOSUR. A second stage, post-crisis, evidenced the organization of a temporary-declining phase and the breakdown of negotiation disciplines. The contagion effect on the main economies of the bloc would indicate the culmination of a period marked by the stagnation of the process of progress towards the implementation of the macroeconomic policy coordination mechanisms agreed upon in the Treaty of Asunción. MERCOSUR is currently going through a "countercyclical" redefinition stage when viewed in light of the recovery levels of the Asian economies.
