Abstract

The Malvinas crisis brought to light the inadequacy and disarticulation of the Inter-American System, which was accentuated in the course of a long process, to regulate relations between the United States and the Latin American countries. We argue that the high vulnerability pattern that characterizes Latin America in general and Brazil in particular today requires urgent measures to be able to be satisfactorily corrected in the longer term and that the internal dimensions of Brazilian vulnerability, although they may seem less urgent than external ones, are even more serious and require prompt measures.
