The purpose of this paper is apply Social System Theory in order to understand challenges that economic subsystem have faced to ensure its hegemony over the other subsystems into Chilean society, such as political system. Specifically, the operation of organizations like public institutions and their selection mechanisms are analyzed. Four fields, in which the economic system failed in imposing its selection mechanisms over political system, are distinguished: the sense of mission of the public institution; the period needed to make changes to align institutions to the rules of economic system; the process to modify organizational structure to generate new relevant communications; and the strategic management orientation that make possible to persist in transformation process of the institutions themselves.
